It seems that highlighted comments are still something being researched and need discovering based on the comments pictured above.

 

Seems like its just about the person being able to more easily reply to a certain comment and when they do maybe the highlighted comment status goes away. probably so that you dont have to look through hundreds or thousands of comments.
